How to Build an Annual HR Budget (Free Excel Template)
Most small companies do not have an HR budget. Instead, they have a payroll figure and a list of surprises: a replacement hire, a training course nobody planned, or a social insurance rate change in January.
This guide shows how to build a simple annual HR budget in five steps, which cost lines to include for a company in Egypt, and how to track plan against actual every month. It also includes a free Excel template.
An HR budget is the plan for every cost the company spends on its people in a year: salaries, employer contributions, hiring, training, benefits and HR tools. In other words, it turns the headcount plan into money, so management can decide before the year starts, not after.

Step 1: Start from the headcount plan
First, list every current position and every planned hire with the expected start month. Then add the monthly gross salary for each. As a result, the largest part of the budget is built on real positions, not on a percentage of last year.
Step 2: Add the employer costs on top of salary
| Cost line | How to estimate it (Egypt) |
|---|---|
| Employer social insurance | 19.25% of the insurance wage from January 2027, within the 3,200 – 19,300 EGP limits |
| Emergency fund | 1% of the basic wage if the company has 30 or more workers |
| Annual raise | The raise you plan, applied from each employee’s due month |
| Bonuses and incentives | Your policy, for example a target bonus as a % of salary |
| Medical insurance and benefits | Supplier quotes per employee per year |
Keep in mind. The contribution rates change from 1 January 2027, so a budget copied from 2026 will understate the employer cost. Our 2027 social insurance wage guide explains the new rates.
Step 3: Plan the other HR cost lines
1
Recruitment
Job boards, agency fees and assessment costs for each planned hire and expected replacements.
2
Training
Linked to the training plan, with a cost per course and per participant.
3
Engagement
Events, recognition and internal communication.
4
HR tools
HRIS, payroll software, attendance devices and licences.
5
Compliance
Medical checks, legal advice and required records.
Step 4: Spread the budget across the months
Next, place every cost in the month it will happen. For example, new hires start in their planned month, raises apply from their due month and training follows the training calendar. This makes the monthly comparison meaningful.
Step 5: Track plan against actual every month
Finally, enter the actual cost at month end and review the variance. A variance is not a mistake by itself; however, every large variance needs a reason and a decision: adjust the plan, or control the spending.
In practice: The most common gap is replacement hiring. Companies budget for growth but not for people who leave. Therefore, add a replacement line based on last year’s turnover, for example two replacements if you lost two people last year.
